Publication While some Internet protocols, such as Telnet, have been developed mainly to allow specific users to connect with specific services, other protocols have been developed to allow information to be published to anyone on the 'net. Access controls have been developed to allow authors and administrators to limit the authorized users, but these protocols are primarily designed for a broad, relatively uncontrolled user base.

The earliest means of publishing information on line was based on the existing File Transfer Protocol (FTP) and is termed Anonymous FTP. An early attempt to provide hypertext linking between documents was Gopher, but hypertext really came to life via the World Wide Web and its protocols. At the end of the 1990s, streaming media came into widespread use, allowing better publication of realtime content such as video and audio.
